Modernizing By-Law Enforcement
Sometimes We Don't Need More Officers. We Need a Better System.
Trash dumping and various by-law breaches cause deep frustration for our community. They degrade the quality of our streets and erode confidence in the regulations designed to keep us safe.
However, expanding the police force is not my priority.
I believe we should develop an intelligent framework that simplifies incident reporting, monitors progress, and ensures full accountability for both the public and the City.
My Solution
Imagine a simple, secure City portal.
A resident witnesses illegal dumping or another by-law violation.
They can quickly submit:
• A description of what happened
• The location
• Photos or video
• The time and date
The complaint, evidence and relevant information go directly into a modern case-management system.
The system can create the case, organize the evidence, and assign it to the right staff.
The person accused of the violation must also have a fair, accessible way to:
• See the evidence
• Respond to the complaint
• Provide their own information or explanation
When the evidence is disputed, circumstances are complex, or the law is unclear, the system should support a fair, transparent decision-making process — not just a quick fine.
Accountability Works Both Ways
A modernized system must also protect residents from unfair treatment.
That means tracking:
• How long it takes to respond to complaints
• How often complaints are dismissed or upheld
• Whether similar cases are treated consistently
Turn Complaints Into Useful Data
A centralized system would do something else that is just as important:
It would turn individual complaints into data the City can actually use.
We could see patterns:
• Are certain areas seeing repeated illegal dumping?
• Are particular rules confusing or hard to follow?
• Are there gaps in public education or signage?
More Enforcement Capacity Without Automatically Hiring More Staff
With better tools, clear processes and good data, we can:
• Make each officer more effective
• Reduce time wasted on paperwork and manual tracking
• Focus enforcement where it is most needed
This is what I mean when I talk about modernizing by-law enforcement — not just writing more tickets, but building a system that is fair, efficient and focused on real results for residents.
